EPATEE (Evaluation Into Practice to Achieve Targets for Energy Efficiency) is an EU funded project which aims at giving EU Member States tools and knowledge for a better evaluation of their own energy efficiency policies. This project will last 30 months from May 2017 to October 2019, and is led by a consortium of 10 partners from 8 European countries.

Why evaluation shall be looked at

The EU Directives on energy efficiency such as the Energy Efficiency Directive (EED) or the Energy Performance of Buildings Directive (EPBD) trigger a great variety of policies in EU Member States. But how effective are these policies in achieving energy savings targets? Several barriers limit policy evaluation and thus hinder target-based adaptions of energy efficiency policies.

What the project will do

EPATEE will raise the capacity of policymakers and implementers for policy evaluation by providing them with tools and practical knowledge to make consistent impact evaluation an integral part of the policy cycle. It will support EU Member States in distinguishing effective from ineffective policies.
This support will be based on analysis of existing evaluation experiences regarding a range of instruments, such as energy efficiency obligation schemes, regulations, financial incentives and voluntary agreements. Lessons learnt from these examples will provide the basis for the development of guidelines and good practice evaluation tools.

Organisation of the project in two parallel phases:

A tools building phase: A review of existing knowledge and analysis of available ex-post impact evaluations will be organized to structure a synthesis on good evaluation practices, which will be used to build a smart online toolbox for good evaluation practices. A set of 20 to 30 tools enabling state-of-the art evaluation will be developed and integrated in this online toolbox, which will interactively assists users in picking the most relevant tool for their specific needs.

An experience sharing and capacity building phase: peer learning workshops and webinars will be organised for national authorities and energy efficiency policy stakeholders. The experience sharing events will allow to discuss the main issues related to policy evaluation practice and feed the tools building phase. 10 workshops at least will be organized, 4 at the European level (the 1st being in Paris, the 3rd of October 2017), and 6 at the national level. Ad hoc support will be given to policymakers directly in preparing or practicing good policy evaluations.
